Permits and asbestos

Do I need an asbestos survey before demolition in Miami-Dade?

An asbestos survey is required for all demolition projects in Miami-Dade, with no exemption by building age. The county rule turns on the work, not on the year the building went up, so a pre-1980 cutoff is the wrong test.

How long does the asbestos notification take?

10 working days, which is 14 calendar days. The countdown starts when the notice form is deemed complete, not when it is first submitted, so an error in the form pushes the start of work back. Ordered demolition and emergency renovation are the exception to the 10 day rule, and even then the notice is filed no later than the next working day.

Does a renovation need the survey too, or only a full demolition?

For renovation the trigger is different: a survey is required when the work will disturb more than 160 square feet of friable asbestos containing material, or of Category I or Category II nonfriable material.

Who can file the demolition permit application?

Only a qualified licensed contractor may apply for a demolition permit. A property owner cannot file the demolition application themselves. There is no owner-builder route to a demolition permit here.

How long is the first permit review?

The first review cycle runs up to 14 business days, and correction cycles can follow.

Licensing

Is demolition licensed work in Florida?

Asked directly whether demolition is part of the licensed practice of contracting in Florida, DBPR answers "Yes." F.S. 489.105(3) defines a contractor as someone who, for compensation, undertakes, submits a bid for, or does the work to "demolish, subtract from, or improve any building or structure, including related improvements to real estate." The scope limit matters: the term "demolish" applies only to steel tanks more than 50 feet in height, towers more than 50 feet, other structures more than 50 feet, "and all buildings or residences." Because all buildings and residences are included with no height test, taking down a single storey house is licensed work. The 50 foot limit reaches only non-building structures. DBPR concludes that "an appropriate category of state contractor license or local certificate of competency must be obtained before you can offer to contract for demolition services as defined above." Full statutory text of the definitions is in F.S. 489.105.

Is there a demolition licence category in Miami-Dade specifically?

Demolition appears as its own certification category under Building Specialties in the CTQB category list. 3 years of experience.

What does the law say about advertising demolition services without a licence?

The statute bars not just contracting but advertising. It is a violation to contract, or to "advertise himself or herself or a business organization as available to engage in the business" of contracting, without being duly registered or certified. A landing page offering demolition services without a valid license is itself the offence, not just evidence of one. The statute says plainly that a Chapter 205 business tax receipt is not a license, and that an inactive or suspended certificate counts the same as having none.

Does interior demolition need the same licence as a full teardown?

No primary source found answers whether interior demolition needs a different license category from full demolition. The confirmed difference is in permit type and in the approvals attached, not in licensing. Confirm with Miami-Dade CTQB at 786-315-2880, and with a licensed Florida attorney, before putting any licensing claim about interior demolition on the site. The official scope text for the county Demolition category in Chapter 10 of the county code was not located either.

Cost, debris and timing

What does demolition cost in Miami?

It moves with access, height, disposal weight and whether abatement is involved, so an honest number needs a site visit. What we will tell you on the phone is the range your job sits in and what would push it to the top of that range. Beware of any contractor who quotes a firm price for a teardown without seeing it.

Where does the debris go?

The three regional transfer stations do not take construction and demolition debris, only garbage and trash. In the county system C&D goes to one of the two landfills, which is what sets the haul distance on a job. Construction and demolition debris goes to the county landfills rather than to a neighbourhood transfer station, and that haul distance is part of your price.

Do you handle the haul-off, or is that a separate contractor?

We haul. Demolition and disposal under one scope is the point: two contractors means two schedules and a pile sitting on your site in between.

Which areas do you cover?

All of Miami-Dade County. The building department that issues your permit changes with the municipality, and that is usually what sets your timeline, so ask us about your specific address.
